Its a good start. They need to add a section for allowing for legalized fansubs so fansub groups can purchase the rights to make fansubs and distribute them for free until commercial licenses in the region are announced.

Who in their right mind would pay money for a license then turn around and offer if for free? I think you're ascribing far greater altruism to fansubbers than they possess in reality.
